Video renders with no slowing down or stopping

Reproduction Steps

In this example, I've tried to render this video several times. It always slows to a halt after a few seconds. Sometimes it suddenly comes back to life again but then slows to a halt again. The most I got was 90%

1. Load a video (attached example)
2. Play with Halation
3. Render video
